PLAR: Rhetoric or Reality?

This year, the BC PLAN symposium takes a close look at the actual status of Prior Learning Assessment and Recognition (PLAR) in British Columbia. For many years the rhetoric has been that adults with formal, non-formal and informal learning may have their prior learning and experience assessed and recognized for advanced placement in post-secondary education programs or for securing employment particularly in regulated occupations.

9:30 The keynote presentation by Dr. Alan Davis, President and Vice Chancellor, Kwantlen Polytechnic University will provide an educator’s perspective of how PLAR has evolved from early concepts to present practices. Dr. Davis will describe today’s reality in post-secondary education institutions and share his insight on likely trends for the future.
10:45 Refreshment break: Coffee, tea, juices
11:00 PLAR rhetoric for adults arriving in British Columbia seeking employment with their foreign qualifications and work experience in health care, education, applied science or engineering technology. The panelists will describe the reality of pathways to employment or to further education.

Raj Brar, Manager of the Progressive Intercultural Community Services (PICS) Foreign Credential Recognition Loan project

Jacqueline de Raadt, Applied Science Technologists and Technicians of BC (ASTTBC) will present the reality of people seeking careers in technology.

Loir Woods, Douglas College, will present examples of pathways to various health professions that were recently developed by Laura Cullen, PICS / BCPLAN PLAR Navigator.

11:45 PLAR reality in BC post-secondary education institutions. The preliminary findings of a research project supported by the BC Council on Admissions and Transfer (BCCAT) will provide a snapshot of the PLAR reality in 2019.

13:00 Innovative PLAR processes, sources and resources that work!

Sangeeta Subramanian, Immigrant Employment Council of BC (IECBC) will present the IECBC – Facilitating Access to Skilled Talent (FAST) online tools to determine competencies for employment in various occupations.
Charles Joyner, Registrar, ASTTBC will describe the latest developments in PLAR for technical occupations including transition from military to civilian careers.

Keynote Speaker: David Porter, Ed.D.

Dr. David Porter is principal consultant at DP+Associates, located in North Vancouver, British Columbia. He is a long-time advocate for the benefits of adapting new technology and transformational learning practices for delivering educational opportunities, and has been involved in online, open and distance learning since the 1990s.

David was the CEO of eCampusOntario from 2016-2020, leading initiatives across Ontario’s 45 universities and colleges to innovate in the technology-enabled learning space and explore new ideas such as micro-credentials to provide nimble pathways to learning and skills training. David was formerly Executive Director of BCcampus, where he and his team engineered Canada’s first government funded open textbook program, a leading-edge development in Canadian higher education in 2012. He has also worked as an Associate Vice-President of Educational Support and Innovation at the British Columbia Institute of Technology, as Dean of Innovative Learning at Humber College, and most recently as Senior Adviser – Higher Education at the Commonwealth of Learning.

David has also worked as a project leader and consultant for international open and distance learning initiatives, including projects in Mongolia, Vietnam, and India. In 2018, he was awarded the Canadian Network for Innovation in Education’s (CNIE) Leadership Award. On October 9, 2019, he received an Honorary Doctor of Laws degree from Kwantlen Polytechnic University in British Columbia, for his work in innovating teaching and learning practices that employed open and technology-enabled learning.
